Any ideas on this older repainted frame?
No logos or pantos...sister bought it in a thrift shop in DC area. Dropouts look stamped.
Interested bulbous stays
Straight crown
No markings I can tell
Lovely cut out lugs on the beefy side
Lugwork, and 3TTT stem without bolt.
Plain and somewhat cool cable guides

Those look like Italian lugs, like the ones Torpado and other makers used. What's the BB threading? Seat post diameter?

unfortunately the bike is 9 hours away...and she doesn’t have Tools to check.
I was thinking Atala, but Torpado is a good path. She says the seller said it was Italian, but the bulbous stays made me wonder. No other markings she could find.

Yes and no. She rarely finds something that catches her eye in bicycles. She happened to be antique shopping and saw this one. She plans on handing it off...it's a bit small for me, and a bit big for her. Not sure who will be the beneficiary...

the "bullet" seat stay caps were very common on low end Italian bikes of
the 60s and 70s. the head lugs scream Torpado but were used by others as well

I think I am between Lygie and Torpado at this point. I think starting with Atala sort of leaned me toward Lygie when researching...definitely a low end sport model of sorts...probably with French cranks, derailleurs and brakes, though Balilla might have been specified.

Frame -
the bulge-formed Agrati "BRIANZA" pattern head is item nr. 000.8356
the bottom bracket shell is Agrati item nr. 000.8507
the fork crown is Agrati item nr. 001.8518
the dropouts are Agrati item nr. 000.8002
fork ends are Agrati item nr. 000.8010
seat lug and bridges are almost sure to be Agrati products as well but do not have stock numbers for them

front spacing 100mm
rear spacing 120mm (if unaltered)
expect pillar size between 25.4mm and 26.0mm

looks to hail from somewhere betwixt mid-1960's and early 1970's
serial shall reveal a specific annum
serial located on right side of seat tube about four or five cm below seat lug
it is not struck with such a large font nor so deeply as are the markings on bottom bracket
may not be readable through the respray
if this is the case you/your sister have a choice between leaving it unknown or removing the paint in that spot
if one went with the second option the paint could be touched up or the area covered with a transfer...
Rizzato serials have this format:
68A3972
the first two characters indicate the year of manufacture
they read bottom-to-top and from the front
here are two samples on Rizzato produced Maino badged cycles:

So often on these I.D. threads readers are provided with blurry cell phone pics taken in a dimly lit basement...and the bicycle always seems to be black.
Since it is too large for Sis and too small for thee perhaps you may wish to post it in the "for sale" section. At least now you know what it is...well, kinda - sorta.

NB - suspect you can eliminate Atlantica from your researches. this is a super economy badge which appears to have been created to give Atala and Lygie dealers a tenspeed which could compete on price with department store offerings. it had no chrome. AFAIK it was only around for a short time during roughly "the boom" period. IIRC there was just one gents model and one lady's.
