Scored these at the local thrift store for cheap.any idea what the small black campagnola wrench is for?

formal name for the tool is "chainwheel bushing spanner"

other tool makers offer a tool to do the same job in a screwdriver format

Would it be reasonable to conclude there must be a Schwinn Paramount covered in dust but otherwise in minty shape somewhere in your neighborhood?
