Need help identifying this frame. Sunday Soundwave?

Ok this is my 3rd attempt posting this.

Anyone know anything about this frame? Possible Sunday Soundwave? Idk. I’ve never seen a “raw” frame before but the “texture” on the bottom of the bottom tube has me blown away.
anyway, thanks in advance.
p.s, the stem on frame is only used to keep forks on frame.

Forgot to mention that it’s 21” TT
