That's correct it's the Ibera IB-RA5 rack with their "Mini Pannier" trunk bag.

There's not much "mini" about it, is there?

My college beater bike. complete with duct tape rear fender and chain guard. I have yet to find a front fender that works for trail riding.

The rack is Blackburn Outpost and the light is just a Cateye something or other. It does the trick. Want something more powerful though for night touring come summer.

It's actually a child seat, not a rack. It folds flat when not in use, so at a glance it looks like a rack (albeit a strange one).

The Brooks is fine in the snow, but I sit on it all the time. I don't leave it outside.

It is a bear bell... one has to be prepared for anything.

I also like them on the trail as it lets people and critters know you are there without having to use the bar mounted bell.

I like this, good idea.
I may just steel this. Where would one buy such a bell or did you make it?

I bought a bag full of jingle bells. I got the idea from Just Ride by Grant Petersen. I plan to sew them to a strap and hang it on my handlebars. They will ring passively, and when I want to ring them actively, they will be louder than the passive ring. I'll see how it goes.

They are widely available at most outdoor stores... hikers will generally hang them from their packs or walking sticks as there are many animals you do not want to surprise in the bush. On a bike it lets people and critters know you are there, this is especially good on wooded trails that we share with people and dogs as the sound carries.

When I used to race mtb (XC) I'd hang a bear bell on my bike... some other riders said it made them crazy as they knew I was right on their tail and this would cause some less skilled riders to blow up trying to open up some distance.

If you want stealth just take it off and stuff it in a pocket.
