https://www.danscomp.com/bmx/Parts/Tires/ ?

generally wheel with a 451 rim is needed to get narrower tires ,
it's still a nominal 20"

but rim is bigger with the tire narrower to achieve that.

in the past there was great interest in BMX racing ,
in the Italian manufacturing companies .

On sprint Moto Tracks like used on last 2 Olympics,
for that they made sew-up tires and rims..

You said racing... so why do you want narrow? Unless you are racing in a velodrome with perfect surface then you want wider tyres. Narrow tyres on normal roads are slow. Think about why a MTB is faster on trails, well that logic scales.

Check this out:

Personally I am annoyed that all the low weight 451 tyres are very narrow. The manufactures know what is best but joe public still thinks narrow is fast so we get narrow tyres ;(

This is a great video also (but just lab tests ;( );

Wider > faster.
