Have you considered honing the seat tube lightly and then taking the 25mm post and reducing its diameter slightly? If you did need a 24.75mm post it wouldn’t take long to achieve..

@markk900 I'll try with 25mm post if nothing gonna work, for now I tried to work on the lug ears little bit and I'll see if the post doesn't slip or get stuck.
Just a suggestion with regard to reaming .
I have a used a flap wheel with surprising success in the past with tight posts .
Go from grrrr backward and forward to ahhhh nice easy slide fit afterwards with not a lot of work .
I use the flapwheel with a woodbit extension in my battery drill .
Works well !

There's nothing wrong with putting a collar of some sort on the seat post itself. The collar then rests on the seat tube & voilà! There is no more down to go.

I just went through this with a Pug myself, as found it had a 25mm post that someone cobbled a shim to fit it better which failed. After I tore the bike down and started putting it back together with a different ( Cleaner) 25mm post it wouldn't tighten up enough and thought WTF is happening here, tried a 25.4 I had and it was to big, I found a 25.2 online and ordered that which was a hair tight when I tried to fit it, the seat tube was a little deformed which I fixed but still a hair to tight. I used a drum sander on a 12" drill bit extender and cleaned the seat tube up and a file on the slot to prevent scratching and finely it fit good, tightened good and wasn't scratching the post. Was the second Pug in a month that I had seat post issues with.
