I wouldn't ride that. Chop it up and send it to metal recyclers.

If you don't mind the ugliness it will make, then brazing or welding it will help it last longer. Improper welding can make it more brittle though. So use a welder that knows a little bit about metallurgy and isn't just a monkey see monkey do type welder like I've been at times.

I don't think you ride this bike like a bat out of hades, so you might not have much of an issue if you did nothing. At least not so much that you couldn't just stop when you realize it's gotten to the point of being a disaster.
