It's a legit effort. There's a short, steep hill right at the end but most of the segment is the up/down lead in that is preceded by a long-ish mostly downhill section. If you had massive tailwind guads and headed down that road, you'd be going at a good clip and have enough momentum to punch up the "climb" rather quick.
