I own a highly re-worked Viscount that kept the BB shell with protruding tubes and was tapped to Ital threading. with that done you can fit any of the "open" style BB units (with Ital threading) but those tube stubs prevent any style of sealed cartridge BB unit with any "diameter", and if your boss won't allow "tube stub surgery":...SOL. If I was him (or any thinking human) I would have NO attachment to the crappy no-taper spindle or the Viscount crankset. If he likes that look get a genuine TA Cyclotouriste crank and the entire world will be happier.

If that is truly the case and a belief held, then there should be then there no ill feelings towards anyone. I think that I might understand your feelings etc. and it was a good idea to bring your boss into the loop so the current situation is better understood.

Back in my bikeshop days when we sold viscounts, tapping to Italian was the standard solution after the customer's first broken BB spindle (they break on the circlip groove).
We used a pneumatic-powered grinder to back off the ends of the tubes protruding into the shell. I guess you could do it with a dremel or a big file and a lot of patience.
I think this leaves a thinner BB shell than is ideal, but opens up a lot of options for continuing to ride the bike,
