Most likely Oria ML 25 tubing made of Mannesmann chrome moly steel similar in composition to Columbus Nivachrome. The main tubes are straight gauge with a 0.8mm wall thickness. Forks and stays were about the same wall thickness as Columbus SL.

I have one of these Giordana Capella frames, excellent workmanship. Some background from the 90's:

"Giordana bikes were the house brand for Gita, a supplier of bikes and clothing. Gita was the United States distributor for the Merckx, Pinarello, and De Rosa bike lines at the time. They wanted a high-end frameset that would offer great quality at a slightly lower price point than the other brands they carried. Thus, Giordana was born! Gita enlisted the assistance of Dario Pegoretti in designing the prototype frames before they turned the final production over to Billato. Frames and forks were built in Italy."

1992 Catalog page:

Most of the Giordana red frames with white fork blades were the Polaris model made of Columbus SLX.

You are, of course, correct sir.

I suspect it would be difficult to really tell a lot of difference between tube sets at the high end of the industry. Dura Ace equipped bikes were always right up there in the line. This is a nice one.
