I think he means that the stem is extended beyond its limit mark. There is usually a mark on the stem (same with the seatpost) indicating how far out (or high) it can be mounted.
I think that stem is before limit marks were mandated.
Unscrew the bolt 3-4 turns tap to release the wedge and remove, grease a smidge to prevent galling in the future, measure 50-55 mm up and consider that the minimum insertion into the steerer.
