I find that wet pavement seems to make my bike faster. Anyone else notice this?

I haven't. What I've noticed is that wet pavement (after a rain) causes road dirt and debris to stick to my bike. Sometimes it looks like my bike is growing hair. And on days like that my fenderless bike sprays water all over my back. I try to avoid riding in the rain (don't like the wet shoes) but when I get caught in the occasional downpour, at least the bike comes home looking pretty clean. Around here (north Florida) rain tends to be associated with thunderstorms, so I'm trying to avoid the lightning as well as getting soaked. I'll give a lot of credit to you cyclists who are willing to endure some rain to get your rides in. And I'll question the sanity of those who actually enjoy riding in the rain.

I ride I the rain so much commuting it's no big deal to deal with it. but it takes some of the fun out of it. wife and I did a 25 mile ride in the rain it rained .35" on that ride. 45 degrees so not super cold. but its hard to stop and do anything removing wet gloves hard to take pics.
its often when I get a flat too.

We have forced air heat through floor vents. I put my shoes, faced down, with the openings over the grate.

On the contrary, I ride slower, especially down long grades. But glad it works for you - should be some benefit.

I had to buy this guy too many gloves and sometimes shoes to dry and they did not always make it overnight. this guy let me dry both sets of gloves and the shoes by the afternoon.

I have fenders on most of my bikes. Sometimes it is hard to avoid rain and wet pavements, especially if you are touring or commuting. I don't enjoy riding in the rain, but sometimes one has to.

I decided to throw caution to the wind and ride today, despite the forecast calling for scattered showers followed by actual rain later. Managed to make it 18 miles before the first raindrops hit, but once they hit, they kept hitting, everything from steady light rain to heavy rain with big drops to drops that almost stung when they hit my face, so much so that I looked on the ground to see if it was actually hail (no, it wasn't). My "Showerproof" jacket kept me warm, if not actually dry the whole time. Same for the AmFib tights. I didn't wear booties, since it was 50 degrees, but next time, I will, because my feet were soaking wet within minutes. Not too cold though, which I credit to wool socks.

Overall, not nearly as unpleasant as I feared! I'd ride again under similar circumstances, though I'd probably not go if it was already raining when I was looking to leave.
