Cyclists are targets and sometimes instigators. More shocking news at 11.
I chuckle whenever I come across a study that concludes the bloody obvious. This one found that cyclists get targeted by motorists but occasionally perpetrate conflicts. The solution is more cycling-friendly infrastructure and more public education.

The study was done in Santiago, Chili. I wonder how different it is compared to US cities.

Seriously though, the disproportionate response of cyclist anger is because the disproportionate risk bourne upon the cyclist in any conflict with a driver. Car drivers really, literally have no concept of the power they wield. Of course they are surprised when it pointed out that their actions have consequenses to others. To them that concept is unthinkable. Cyclists adopting all manner of behaviours to mitigate risk in a dangerous and chaotic environment can be the only expected result.
Once again, inadequate infrastructure that does not meet the needs of the populace or enforce the desired behaviour is the problem. Conflict is the symptom of poor design.

One actually does the job of enforcing the desired behaviour, the other relies on hopes of voluntary compliance.

Effective education isn't necessarily low cost. To reach and actually persuade the masses is not inexpensive. Putting out a few PSAs is relatively cheap but you get what you pay for in terms of impact.

A big issue with traffic safety education of any type is that many road users view an invitation to partake in it as "you're telling me I don't already know how to drive / ride / etc.", which creates resistance. In some areas, it's also associated with punishment; e.g. "traffic school" in lieu of a fine and points for a violation. These can make it rather difficult to find a receptive audience.

Some people in each group are careless and irresponsible, and instead of improving their behavior, they like to blame the other group.
I have seen some bicyclists do exceptionally dumb things. Now imagines a car driver accidentally turning such a guy into a pancake on the road. Can you imagine how long the driver will have nightmares for improving the collective IQ of his neighborhood! 😉
