I'd check with velocity! They will custom paint their rims, so you might get one for asking. I'm not sure if it's in your budget though.

Check places that do vinyl wrapping for cars, might be able to have it done for a decent price. They do whole cars and it holds up to the elements, I'd imagine it'd work well for wheels if that wasn't what velocity did to begin with.

I am not sure of the price but it can be done.
If you don't like vinyl apply the decal and paint the negative with light coats of paint, let dry well and then peel off the decal leaving the painted squares behind.
