DAs have an immense amount of discretion when charging crimes.

This discretion often leads to absurd results such as over-charging a defendant hoping that he or she will plea to “something” and the DA gets a plus stat on their conviction rate. Or, on the flip side, under charging the defendant to make it easier to prove the case and the DA gets a plus stat on their conviction rate.

Come re-election time the voters, most of whom are too lazy to pay attention, are impressed by the large number of convictions.

It is like baseball, all about the stats.

DISCLAIMER: Not all DA offices are run like this. Some DAs actually care about doing the right thing.

It's harder to catch litterers, I suppose, so they have to increase the fine to make up for all the people they don't catch.

I would think a human life has more value. But apparently cyclists are less than litter.
