I had a version of that front rack, but made the mistake of mounting a basket to it; broke that flimsy metal bar that runs to the fork crown.

That piece should be replaced with either a stout alloy one or a stainless version, neither would be difficult to fab.

Campfire wood fetcher - for serious loads.

Use old rear racks and reverse mount for fork application. Cantilever cable brake straddle need to feed through the now, rear portion of rack. Option is to cutoff that section. Mount to lower fork braze-one and center hole at the crown. Do NOT mount to canti brake studs!

Robust and easily carry 100+ lbs., but exceeding safe handling limits- caveat if one gets off the saddle before unloading cargo, you may end up doing a front endo.

My undergrad campus bike was a Peugeot Orient Express set up like this. I'd carry people on the front rack occasionally. Old MTBs are particularly adapted to using a rear rack on the front because of their slack geometry, allowing enough space to get the rack level without running into the head tube.
