What kind of socks do you wear? I favor wool (smartwool, merino, etc.) and never have that problem unless there is an immersive event.

I would like to report some real life testing on footwear for cold rides ... your personal results may vary

The 2018 Filthy 50 (AKA The Filthiest 50) with temps just below freezing with snow, sleet, rain the whole 4 hour ride. I was wearing Smartwool snowboard socks, Giro Republic shoes, and Planet Bike Blitzen shoe covers. My feet were cold, but good all ride long. I'll typically convert to my Wölvhammer with temps around 20-25°F.
Here's a picture showing off my footwear

When it gets below freezing I switch to boots, but in 0 - 5C I layer up over my shoes. 5 - 10C I'll wear my Gore-Tex shoe covers. I try to maintain space inside my shoes, any time I double sock resulting in a tight fit my feet always ended up cold.

I've got these very stretchy synthetic socks that are fuzzy like cotton candy on the inside. I cut out cleat / heal holes and slapped on some duct tape around the openings. Then add my Gore-Tex covers over top.

Downside is I can get crank arm rub. Also more likely for toe to hit tire during slow tight maneuvering.
