witnesses reported the strap of the load appeared to have broken, causing the load to shift significantly over the right side of the bed and protrude over the shoulder of the highway, without the driver's knowledge.
This is unforgivable for a number of reasons: 1) The straps visible in the bed of the truck appear to be heavy duty. If one of them indeed broke, then it had to be faulty before it was applied to the load. 2) The smaller straps on the end of the load appear to be just tied on. I wonder if these were intended to secure the front of the bundle on the top of the cage thing behind the window. If this were the case, then either they were tied very poorly, were damaged, or were just not up to the task. and 3) When I am carrying a load in a truck, I am checking its position and security frequently. Any driver who does not realize that his load has shifted this much is irresponsible to the point of being criminal.

There is no way on God's green earth that you don't know that your cargo has shifted like that. And such a small fine, JHC.

That truck has and right hand mirror that the driver could see that his load is sticking way over right.

"The load shifted" is pure BS. If that load of significant amount of wood had moved from over the cab to the position in the photo while the truck was moving, the truck would have been swaying left and right like crazy. Add to that how the right mirror is blocked, marks the driver as a major liar.

Not to mention that the driver should have been able to hear that much lumber fall from the rack behind the cab to the bed.
