2011 Cervelo P1
I've done a few olympic distance tri's on my Cannondale CAAD 10 105 bike. I just signed up for my first full length tri in May of next year and i've been looking around at getting clip on aero bars or a TT bike. I have an option to get a 2011 Cervelo P1 for $400. Will I be happy with 10 speed ultegra components with an aluminum frame TT bike or should I just get clip ons for my current bike of about equivalent components but with 11 speed?

So long as the Cervelo is in really good shape, I say go for the P1. Absolutely nothing wrong with 10-speed. On a flatter course, you're going to use less than half of the gears anyway.
If your experience is anything like mine, it will take 6+ months to get comfortable in that aero position. I'm actually still fiddling with my setup-- yet another seatpost on the way as I type this.

I say go for it if your are doing the triathlons to be competitive... if your doing just to compete against yourself it doesn’t matter.. my tri bike I get ~1-2 more mph out of it then when I had my road bike with aero bars... just my 2 cents though. Bike is a good deal though if you are wanting a Tri bike.
