I am building this up like a race bike using parts that I actually raced on, with small regard to matching groupo. Mostly 74xx Dura ace.

the decals, especially on the seat tube….are they surface mounted or really thick and the clear coat is thin/gone?

No clearcoat
None of the decals appear to be clearcoated. Some of them are peeling a bit. Particularly the Master decals on the top tube.
