Unusual Bar Diameter
I have a min-1970's Nishiki that I am just wrapping up restoration on. It has an 833 stem with bars I don't care for - they are very narrow and have a weird shape. I would like to replace them but am unsure of what I can use...I put a micrometer on them and I am seeing 25 MM. Does this sound right? According to Mr. Brown this size was used only by the French...
Would it be possible to replace with 25.4 mm bars?

25.0mm sounds "wrong"
pretty much every machine with an .833 steerer & stem have worked on came with a 25.4mm centre bar
if measurement accurate makes me wonder of bar could be a replacement
another possibility is that when clamp is over tightened bar can be put out of round in the centre
you could try making measurements at more than one point in the circumference of the bar's centre...

Pics, please. This sounds as if someone shoved French porteur bars into a stem not intended for such. I've acquired two bikes in the last year and a half that have had cracked 25.4 and 26.0 stems due to prior owners cranking down on them to make 25.0 work, sans shims.
The narrow porteur bar is fairly hipster friendly; I suspect the low cost of old, scratched up French bars (as opposed to modern Velo-Orange variants that are actually 25.4) tend to be friendlier to the wallet, winding up in disasters like this:

Give credit where credit is due. At least the (possibly former) owner(s) of that one didn't Drew the top tube cable guides and downtube shifter bosses.

Post War brit bars sometimes came in small diameters with shims. This '51 Reynolds bar is about 23.7 and has shims to fit a Reynolds Hidminium stem.

Sutherland's gives several citations for a 23.8mm size

we have yet to hear from OP as to whether or not subject bar bears any markings...
...heck, we don't even know if it be ferrous or bauxite...
would tend to guess it OEM until shown otherwise...

as recalled, last use of the .833 steerer/stem size on any of the WCCS marques (American Eagle, Azuki, Nishiki, Premium, etc.) by Kuwahara & Kawamura was ~1973; other readers are sure to recall more precisely

When I read "very narrow and have a weird bend" this is first thing my brain told me. Made by the millions back in the day. My favorite bars riding in the drops all day long.
