He did you a favor, all that corrosion leads to stress risers. Those bars could fail then you would be mad he didn't replace them. Im frugal too, but not when my personal safety is at stake.

The snow is coming down quickly enough that the local plow is going by the house frequently but is not able to get ahead of it.

That is a good point. Removal and regreasing or carbon pasting of the seat post is also a maintenance task, that should be done on a schedule similar to the handle bars. One wouldn't want the seatpost to become corrosion bound to the frame.
