I've never seen one. Just snug is fine. Maybe 2-3Nm. The main issue is riders pulling the bottle out of the cage at an angle and eventually pulling the rivnuts out of the carbon frame tube.

Just snug them up. You aren't mounting an engine on a DC-10.
If you are using a typical L shaped hex key then hold it near the center of rotation. Not on the end where you can think it's a little but it's really a lot.
If a screwdriver with a bit of whatever matches, then just what a grip with you finger tips give you, not a death grip with your hand.

I'd rather go with a little Blue Loctite to keep em from backing out, than wrench hard on them.
