Cloth rim tape for single wall rim?

Cloth rim tape for single wall rim?
I have a mid 80s Raleigh with original wheels that have single wall 27 inch rims. Is it okay to use cloth Velox tape on top of the nipples protrude into the rim channel?

I just did a set of Raleigh single wall, non-hook bead, alloy rims in 700C size using Velox 10 mm reinforced rim tape from Velo Orange. I made sure I ground down any protruding spoke ends, applied the tape and then added tube and tire. No problems.
