Threads on side of tyre. Should I be concerned?

While giving my rear tyre a check today, I notice what appears to be some threads showing through the casing. Or at least I think it thread. I might be sealant. In any event, should I be concerned? Here's a couple of pics. Thank you.

Maybe a lack of "rubber" molding covering the cords? With no use yet I suspect no initial issues. I'd be tempted to use but verify (monitor) periodically. Perhaps a latex coating would reduce long term stuff. Andy

I might try that new tire on the rear, if I couldn't return it. That could be the beginning of a blowout -- the threads may start spreading without support, you might get a bubble that grows until it pops. Or, it might be OK. But if it does blow, the bike's easier to control if it blows the rear tire.
