Problems with seat bottle cage bracket

Problems with seat bottle cage bracket
We've purchased a Specialized Crossroad for my wife. She prefers having two bottles mounted on the back of the seat. I purchased a bracket that mounts to the seat frame to which the cages attach. The bracket constantly slips, resulting in the bottles rubbing against the rear tire. I can only bend the cages up to a certain point before they interfere with sitting. I've used a piece of inner tube between the bracket and seat frame hoping this would stop the slippage but it still slips. Any suggestions that might help?

Perhaps a mount that attaches to the seat post rather than the saddle rails?

Exactly how is it slipping? Is it sliding down even though it is tightened or are the nuts and bolts loosening?
Some come with nylock nuts. If the nuts and bolts are loosening then try some Nylock nuts from the hardware store.

IMO, these are all common problems with behind the seat bottle holders of all brands. The other problem is they will just break as you are riding along one day.
I think the kind that clamp onto the saddle rails work a bit better.
I do have an older Profile Design holder on my TT bike for training rides, but I don't really trust it not to break eventually.

Pardon my usage of the wrong term. When I say seat frame, I am talking about the seat rails.

Saddle rails. It is a saddle, not a seat. 
I have the TACX mount sitting in my closet collecting dust. You can have it. Free. I'd be happy knowing that your wife is using it and that I didn't have to throw it in the trash. If it doesn't work then give or throw it away.

Buy a small hose clamp or two, and put it (them) on the seat rail just under the bottle holder clamps. Mount them dry, meaning no tape, or rubber wrap. That will make a ledge to add some anti-slide support and should end this problem.
