Shimano Indexed Front Shifter help (Exage SL-A450)

Does anyone have any knowledge or experience with Shimano's mid to late 80's shifters?
I have this on a Miele, and apparently the left shifter (front derailleur) can be changed to index mode.

However it does not seem to be working - it's stuck in friction mode.
Any ideas on what's wrong?
I've tried turning the indicator 90 degrees as documented but it doesn't even fit correctly when I do that.
What am I missing??

I haven’t used this shifter in years but when the “washer plate” is rotated 90 degrees it depresses the two opposing tabs as the retaining screw is tightened. To me, the washer felt misaligned but in reality, it worked as it was designed. If I recall, Shimano discontinued the front indexing feature soon after, I assume due to the lack of a trimming feature.

Thanks, that is helpful.
I played around with it for a couple hours and was able to get some sort of index type clicks (albeit in friction mode).
In the end I gave up, thinking I have a defective shifter. I did try a WD-40 soak as suggested in other threads.
Ultimately I replaced them with a 2x6 105 set of shifters I had lying around.
I can see why they discontinued it after a short time.
