Shimano Altus A20 cage stop screw(?)

I’m a little confused about the cage stop on this Altus A20 rear mech. There is no slot for a screwdriver nor any flats for a wrench. Is it meant to not be removed? The internals feel smooth, so it’s not a great injustice if I can’t take this fully apart, but I want to be thorough. Anyone deal with one of these before?

Yes. Some of those pins are just pressed in or pushed in and peened over like a rivet. Can be distructively removed but not reinstalled. It was a cost saving "feature". It was not intended to be serviced. Run that RD to end of life, then send it to the recycler.
