Different types of cycllst
I for one when I am not riding enjoy watching videos of cyclist rallies and rides. On some of the rallies especially, it is amazing to me how varied the riders really are. Some ride with no visible tools or tubes for flats at all. Then I have see more than a few that ride say a 20-30-40 mile rally with what looks like a loaded fully contained cross country loaded bike. I really wonder why they are riding with so much on their bikes and trikes for such a short ride.

Maybe some of riders without any repair gear are part of a group that has the repair guy in tow

I am always dumbfounded how those guys get stuck on those same roads with the random guys in cars with a whole bunch of extra bikes mounted on their roofs! Uncanny how often that happens.

I've noticed this in a couple other areas: Camping and music.
At the campground, you'll walk past the sites and notice what gear people have. On one end of the campground is a troop of Boy Scouts, with two fully loaded SUV's per scout and multiple gear trailers. On the other end, a family has arrived in a battered Toyota sedan, with an old tent and barefoot kids. And everything in between.
At a web forum for musicians, people will ask: "What things should I bring to a performance." It ranges from just bring your instrument, all the way to two fully loaded SUV's per musician and multiple gear trailers.
I think it just depends on your own personal comfort zone. I've got a mental checklist of the things that have actually happened on my rides, and am prepared for the things that are not one-time-in-forty-years freak occurrances, but not much more. I keep my bike well maintained, which is half the battle. I'm also a "just bring your instrument" musician.
