Cinelli Angel Time Trial cable housing routing?

I have a Cinelli Angel time trial handlebar that I just put on a single speed (not fixed gear)bicycle I've built up from spare parts in my parts boxes. I have the proper time trial brake levers for it except with those it appears that the brake cable housing runs outside the handlebar.

My question . Does one normally drill a hole near the end of the handlebar for the brake cable housing to enter the handlebar and then route the brake cable internally? I've seen some of these handlebars listed for sale in an uncut condition. Thus, I'm thinking that perhaps the handlebars are cut down to the user's preferred length and then a hole is drilled for the cable housing to enter the handlebar.

Figured it out. I need different brake levers that are made or internal cable routing.
