I don't know, but if you can get a better shot of the headbadge (full star, less cable), Google Image search might help. I cropped as much of the cable housing out as I could, but when I searched I got mostly green bikes, nothing with stars or a "P".

Looks like a repaiont too maybe? I see orange and also some shoddy green on the headset cups. Reflectors so maybe nothing great.

The "P" kind of looks like the P from Cycles Philippe. Headtube badge is not the same.
