It's the polyurethane bladder that is used to mold the bars. They are generally pulled out afterward, but sometimes if the release agent is not correctly applied some of it will be left in the bar afterward.

with the three carbon bars i've used (Kore, FSA, no-name chinese) all three had some of the bag left in. oh well
