Carabela bikes? Mexico

I really couldn't help myself today. I went to the local university surplus sale where they had a bunch of bikes for sale. I always look for the road bikes and lugged mtb's. I saw a red road bike and went to investigate - and am really confused by it. Of course, I made a low bid on it not sure if I wanted it or not (that's the I couldn't help myself part).

The bike is a Carabela from Mexico. (Sorry, didn't have the camera with me) 27" wheels and probably a 56 to 58 cm frame. Flat red paint that is peeling off. The dropouts are Suntour. The rear chain stays and fork ends are chrome. Paint is peeling off the down tube and seat tube also and there's chrome underneath it? The lugs are really cool chrome ones around the head tube and the fork crown is also chrome. The seat tube lugs are also intricate but painted over. All Suntour running gear - freewheel, V-Gt Luxe rear derailleur, Comp-V (I think that's what it was) front derailleur and bar end shifters. Dia-Compe stem, 610 center pulls and brake levers with suicide bars. Lower end Sugino Maxy crankset. The frame is in decent shape but there's a lot of rust in several places (fork ends, pedals). It'll need a lot of work.

Doing some research it appears these are rebadged Windsor's. The bike screams lower to mid-end with some of the components but the chrome frame and it's surprisingly light weight had me a little baffled. The saddle is ugly and probably weighs 2 lbs.

I went into it with a half baked bid - now I'm kind of hoping I win the thing so I can investigate it better.

It's not exactly a "rebadged" Windsor, it's just the sister brand from Acer-Mex, the mfgr. From your description it's probably one of the Carrera models and might have used Tange tubing...probably something close to Tange #5, but maybe a step up from that.
