Norco Avanti Value? 21 inch, what’s it worth?
I am guessing it was made sometime in the 80s, looks mid-range. Nothing special, supposedly a "race" bike? How much would you pay for this frame? I am guessing $50 to $100 CAD maximum?

Looks bottom end, not mid range to me. High ten steel frame. Myself, I would pass. Needs a lot, it's in mediocre condition and its low end.
