There are a few paint specialists in the UK.
I am not from there, Argos has a decent reputation.

Not sure how much painting would cost but I do know one thing - I cannot afford to hire a painter. Powder coating is an option and pretty durable to boot. I am, however, not a fan of powder coating but many other Forum members are sold on the process and results. As for cheap old me and I do mean old, a can of paint and a paint brush is good enough. Anyone, with patience and care can get results like this and feel a sense of pride in the achievement...

If Bristol is close enough to you (about 2 hours by car from Birmingham), Argos does top notch work. Quality respray is pricey, however.

Woodrup in Leeds can do the frame for £150. They do any bike, not just Woodrups.

I have been given two old frames. One is a Raleigh, the other a Poyner. I am now thinking of the Poyner first and then saving up for the Raleigh. I may have found a custom car shop in the Black Country that will spray the frame. There is a keen cyclist who works there

I can recommend Argos Racing in Bristol - they did a frame repair for me a few years ago and made a very good job of it.
