btw there's an old Cajun dude that rides a 'bent with my rando group. He does the Sebring 24hr trials every year. I couldn't hold his wheel if my life depended on it.

^^^That is odd. That wheel had to be locked up without the tire or tube. Unless someone cut it off, but then it is useless.

Someone rode to that location and locked their bike. Meanwhile they found the wheel while on foot or bought it cheap or somehow got it. Needing to ride back they couldn't carry the wheel on their bike so they left it there locked and will come back to get it later.

It's NYC so it really doesn't need a reason anyway. It just is...
