^^^That is odd. That wheel had to be locked up without the tire or tube. Unless someone cut it off, but then it is useless.

Dude had to pick up a wheel on the way to a job interview. Thought it through and realized "hey I need to leave that thing outside or else they're gonna think wtf."
And fortunately he had the forethought to bring a U-Lock with him.

Someone rode to that location and locked their bike. Meanwhile they found the wheel while on foot or bought it cheap or somehow got it. Needing to ride back they couldn't carry the wheel on their bike so they left it there locked and will come back to get it later.
It's NYC so it really doesn't need a reason anyway. It just is...
