Is it possible that the decals on my 1986 Peugeot Triathlon are painted on and not actually stickers?

Peugeot (waterslide?) decals were always clear coated over in the 80's except for their CF bike the PY10FC that had stickers applied over unpainted CF tubes with no clear coat over them.
Thus you will have to refinish the bike if you want to refresh the graphics.

Thanks for the info guys. So, is there something I should do to remove the clear coat prior to using a heat gun to remove the stickers?

Sandblasting Frame
If you really want to do a 1st class job, removing most of the paint with a chemical stripper will give better results. Reason being, brass is softer than steel; the sandblasting medial can erode away some of the brazing material at the shoreline of the lugs and other joints leaving surface gaps.
Powder coating is thick enough and should cover any erosion.
Stripper used in auto body shops and on aircraft works faster/better. You can find it at automotive paint stores.

Put away the heat gun, you won't be needing it as the water slide decals under the clearcoat will be obliterated when you strip the the clearcoat. Now whether you can preserve the base/color coat under the clearcoat and decals, I don't think so, so be prepared to do a full refinish on the frame if you want to restore it back to original, new condition....
