WTH is this [strange mountain bike]???

Spotted this on a run to the big-box store. Quick Google search yields nothing on the Jamars name. I didn't check components. Welding looks...primitive.

That thing is kinda awesome. Maybe kinda like an aero chair? But I wouldn’t know how to turn it into a bike no matter how much time you gave me.
