Depending on the style of your crank, you could try a gear puller (probably a three-arm type if your crank is a five-arm type so that there are gaps through which the puller can fit).

The low budget method is to remove the retaining bolt and ride around the block until the arm falls off on its own. Then walk home to avoid damaging the arm.
Jacobs chuck wedges and gear pullers also work, and there are kits that will cut new threads into a stripped arm. These last tend to be too expensive for one-off jobs, but your LBS my already have such a kit.

The last time I did that I used pickle fork, 2 prong wedge.
I have also disassembled all that a could, with a loosened the crank bolt when the arm is against the outside of the cup I would smack the bolt with a hammer. It's not good for the bolt but it worked for me at the time.
