Could be a P-mount, so that's a plus. Strange paint job, incorrect decals, and that's an ugly seatpost binder bolt arrangement.

Did older Paramounts have welded on housing stop?

I just got a message back from the seller when I asked about the manufacturer, they said: “Alan 'Pongo' Braithwaite in Mansfield. The refurb was carried out by Dave Marsh. The serial is a bit covered in paint. I could take the paint back to look but would worry others might not like thaat. He became Aende bikes.”
So doesn’t sound like a Schwinn!

Pongo was good. Dave Marsh is good. As a first guess this was done for a member of Paramount CC. No effort to imitate a Schwinn. You have a first rate frame there.
Get together with the seller. He may know all sorts of things.

...how could you not want to buy a frame made by a guy named "Pongo" ? As stated above, that looks like a pretty classic UK road frame from maybe the 60's/70's. All the similar bikes I have ridden get very high marks for road worthiness.

Looks British and is still likely a good rider. Any serial numbers anywhere?
