Mercier KILO WT: Fitment Question

Mercier KILO WT: Fitment Question
New to riding fixed just got the KILO WT 49cm (smallest size available) from bikesdirect.com. I am short with very short legs 5'4 with a 28" inseam.
Just loosely put this bike together and took some photos to ensure fitment. Am too spread out? Does the frame seem like it fits or too big? If so would I be better off with the KILO TT in 44cm?
Here is my fitment measurements below and the KILO WT geometry chart as well as some photos on and off the bike:

Looks too small if anything. You should be more stretched out and hands lower IMO. Saddle is very possibly too low - photo may not reflect your pedaling knee bend because of your extreme heel drop. Larger size would seem preferable.

If you are new to riding, or even just out of shape, some of the typically more aero and lower positions won't be comfortable. However as your body adjusts, you might find you like getting more stretched out. So keep checking that.
Big thing is as you ride more and more and your body changes and adapts to your riding, then you'll want to change things up on your fit any how. Might even want to change bikes in a year or two, so keep that in mind.
Consider what your goals are too. Match the bike to the riding you are going to do.

thanks for the advice. I ended up setting the bars lower and am still adjusting the seat height and angle as I am riding it to find out the best combo. If you have any advice/links to images or videos on seat height let me know!

Riding fixed with straps seems very hipster. I'd take them off, but leaving the clips.
