I know there are a few roads that go over the low rising-hills on the south side of Redlands to Moreno Valley. I can't remember the exact roads, but if you look on Google Maps you should find a few of them that'll drop you into Moreno Valley. You can also go along the road that parallels the 91/215 freeway into Grand Terrace and Riverside (Barton Road, I think?), over the UCR, then there are a few roads that parallel the 60 freeway to the western side of Moreno Valley.

Depending where you are starting get yourself to San Timoteo or Allessandro in Redlands S to San Timoteo. Then turn S onto Redlands Blvd and cross over the 60. You will be on east side of Moreno Valley at that point.

Redlands Blvd from San Timoteo Canyon is certainly the easiest. The other option being up Alessandro from Riverside, which is a much longer grind up a much busier road. I'll not even mention the option of going over Wretched Canyon, err... Reche Canyon. The people up there drive like there's no tomorrow.
