We've come a long way baby.
It does have one advantage that modern bikes do not have.
On rainy days you could iron your clothes on it.

If you described it as a straight-bar, brake-free, through-axel, pedi-geared urban bike made from renewable resources,you could probably get some hipsters to commute on it.

I don't understand what took them so long. Why technology was so hilariously basic such a short time ago. Generally speaking, i mean.

A lot of stuff from the industrialisation works because of precision engineering, standardized measures and tolerances and sophisticated metallurgy. It's not just about the idea. Before the bike and train, ideas had difficulty spreading, comining and multiplying.

In a word, yes. The ball bearing was invented in 1794 but it didn't really see that much wide use. Wagons of the period used just a lubricated axle shaft to a hub which is basically what von Draise used. Wagons that crossed North America from the east coast to Oregon about 50 years after von Draise invented the "bicycle" used the same kind of axle. It had a bearing but it was just a metal band that was mounted on the axle and the wheel rotated around it. You often see buckets with brushes attached near the wheels that contained grease for lubrication.

Metallurgy and the ability to machine metals was still pretty rudimentary as was welding. Acetylene wasn't discovered until 1836. Steels of the time where really "steel" but iron contaminated with carbon and the only way to join it was using blacksmithing techniques of heating the steel and pounding it together. Making a steel bicycle in 1818 was next to impossible because you couldn't join the metals easily nor did you have the materials to make them.
