I don't know much about that Univega model in particular but Univega made some great bikes, and I suspect this is on par with a Fuji or Myata of the same era with the following.
I bet it has more garage wear than actual street use. It needs work to be a rider so closer to 150 would be a better deal and anything lower a steal. However I don't think there is much resale value.

Gran Turismo is similar to the Miyata 610. Incomplete bikes are a tough sell, buyers assume wrongly that the missing parts are going to be a PITA and costly to find replacements.
I'd happily pay $125 for it, pull the missing pieces out of my stash, refresh the bike, and sell it. Price range similar to OJ2 above.
If it is yours, the other choice is to part it out. Parts are not that special, frameset would do well, triple crank would do pretty decent, BL derailleurs OK. Everything else is donation fodder. You'd probably do better putting it together instead and selling as a complete bike. Parting out bikes like this is how you end up with 150+ handlebars, 300+ wheels, etc.....

I might buy at $175; I'd certainly buy at $125. This bike will clean up well and will be an easy sale.

Put some skinny cyclocross tires on there and it looks like the makings of an inexpensive gravel grinder
Were it my size i'd likely take it on as a personal project with the knowledge that theres not a whole lot of meat on the bone at re-sell time

It looks to be circa 1983. If so, we should be looking at a double butted CrMo main triangle with CMn stays and forks, and almost certainly built be Miyata. There have been some concessions for a grand touring model, notably the single set of bottle bosses and a single set of eyelets.
I don't think price is that bad. It would not take much to complete this bicycle. would think that it would easily sell at that price in a month or two, when spring hits Indiana but there may be some wiggle room at this time.

Zooming in on the pic I see a couple of the chain ring bolts are now black and the rest are silver.
