Kids Messed up Front Derailleur Brand is Shimato Tourney
Wife and I were with several people on a Ride. We stop at a place to eat : Before we went inside some Kids asked if they could look at My bike. I wasn't to concerned and didn't really watch them intently. As we Proceeded riding I notice My chain seem to be rubbing : Which it hadn't been earlier : Then I noticed I couldn't drop from the 3rd sprocket to the 2nd . It would just go to the first : Once there it wouldn't Go Up without force . So I left it until I got home.

It's a Trek Bike so all the cable is inside the tubing : How do I get back to a starting point ? Loosen the cable all the way ?

Cable could have come loose, independent of the Kids. I'd look for some sort of online guide on front derailleur cable adjustment and start from there. You may have to loosen the cable clamp on the derailleur and re-position it.
Since Tourney is a fairly common type, you might be able to see if a friend has a bike with a similar component and compare them for any sign of bending or damage on your part.
