They do look they may have a Quick Release built into the lever.

They do. I have those same levers on a fixed gear bike of mine. They are very good brake levers.

E.blan our pictures would improve if you ALWAYS have the light behind you. Avoid shooting into the light. Those would have been good pictures if your pictures were taken on the other side of the bike with the sun behind you. Good pictures are dependent on lighting and composition.

The sun is amost directly above, actually. The one NDS photo has just as much shadow. It would have been better to wait until later in the day. And NOT the other side; drive side photos are always recommended.

No Ross used decals and not head badges so the head badge hole rule out a Ross.

^^^^^^ Correct; T-Mar pegged the identification as a Schwinn, based on the screws for the retainers on the fork, and the "Pugsley Addams" head lug. The other braze-ons, and head badge screw hole spacing, are consistent with a mid-'80s Schwinn.
