With the bulky lugs, and what appears to be stamped rear dropouts, I'm thinking it is a pretty low quality frame, although it may have had a few upgrades over the years.

Definitely NOT a Colnago.
Probably not a Bianchi. @Bianchigirll?

If it was a Bianchi, then perhaps back into the 50's, but the top tube braze-ons date it more as a late 60's or early 70's bike.

However, the use of Simplex components would indicate likely other Northern European.

I'm thinking possibly Austrian. Steyr?

That's too old for me. But the fork looks bent and the brake pads are upside down.

It could be a lowerend Bianchi contract built for some European market but my guess is, it's something else with the Bianchi and Colnago badges.

Looks like the seat tube decal is on the down tube and the down tube decal is on the seat tube. What ever it is, the build exhibits a good deal of ignorance.

Odd guess in the dark considering how little info we have but the bike looks like a lot like a late 70's Liberia. It Would be a match except for the chrome lugs
.

With a bike like this, you are just buying the parts. If the price is low enough, it could be a good buy. Watch out for stuck seat post and perhaps stem. Not a lot of parts there, so up to you.

Yes, didnt spot the stamped rear dropouts that indicate low end frame. Looks like someone went a little bit overboard wanting to ride colnago-bianchi at the same time

The dropouts look to be Simplex straits with no hanger which are as said a tell that this frame set is lower mid level at best.
