Don't mean to drag this on but I was hopingfor some advice.
The rear wheel is mostly 45-50 kgf over the manufacturers (max) spec could there be damage to the rim or even spokes/nipples, or should they be fine once backed off. Wheels have not been ridden.

If you don't see any cracks yet, there's still hope. Much rim cracking happens due to tension cycling.
I'd still send 'em back. You don't need to have the wheels crack or collapse under you to have a case that they weren't built right.

Ya they have been sent, but the question was asked in the case that they refuse to refund and insist on rebuilding them. At this point I just want to start clean and build my own set.

They took the wheels back and fully refunded, including shipping. Customer service was nice to deal with in fact considering they likely lost margins on the sale with shipping to and from Canada. I will be looking at building my own set now.

About a year ago I bought a pair of Shimano RS11S wheels.
I always check tension and trueness on new wheels before using them.
I was surprised how good these economic wheels were.
They were trued almost perfectly. Side-to-side and out-of-roundness.
The spoke tension (measured with the Park tool tension-meter was very good too. Presumably they were machine built.
For comparison purposes these were the measurements on spoke tension.
Front wheel LS Ave 22.9 (std Dev 0.35) RS Ave 22.8 (std dev 0.46)
Rear wheel NDS Ave 20.1 (std dev 0.32) DS Ave 24.0 (std Dev 0)
So looking at yr measurements, I would say, there is definitely something wrong with those new wheels and would return them.
