According to White Industries, my 135 (disk) hub has the following:

Right to Center: 19 mm
Left to Center: 33mm

and the 130 hub in question has:

Right to Center: 18 mm
Left to Center: 35mm

I forgot the disk and just interpolated from your 130mm hub.
Make that 58% instead.

Funny, I bought a set of hand built wheels that did this too me. Real pain in the bum. Selling them worked a treat

Wheels are relatively simple beasts but maybe sometimes a wheel turns feral just because it can.

I definitely should learn to build my own wheels. I just put the front derailleur on a new bike and had it working in 5 minutes, with no adjustments necessary. (I attribute this to random dumb luck.)

You need an attitude adjustment. There is nothing exotic about working on a bike. You have already found out about it.
I think the wheel builder made a mistake and is not willing to fess up about it. The protocol is over two and under one for out bound spokes and under two and over one for inbound spokes.
I don't know how much you weigh, but if you are over 200 I would build with 36 spokes for a wheel that has a long life.

Update, for those losing sleep:

The re-built wheel, now with conventionally-laced spokes, is fine, six months later. No more loose spokes, and nothing else bad has happened. So far.
