Definitely not room for a headset and threadless stem, which there usually won’t be on a stock threaded fork. Even if there was room, it’s not a good idea to install a star nut and threadless stem on a threaded steer tube. Generally you must use a headset to match the (threaded or threadless) fork, or at least the proper top portion of the headset.

Measurements with micrometer:
Headtube length: 3.92" or 99.55mm
Steerer tube length (without crown race) 5.35" or 135.7mm
Not sure how to calculate the exact stack height of the headset so I measured the shoulder area that will sit above and below the headtube
Top - .064" or 16.26mm
Bottom - 23/64" .363" or 9.21mm
So we're looking for the total headtube length with the headset installed, right?
99.55mm + 16.26mm + 9.21mm = 125mm (approx)
Next, looking for the exposed steer tube above headset, right?
135.7mm - 125 = 10mm
Threaded headset is required but my uneducated eyes did not see it. Thank you pointing me in the right direction.
Looks like the threadless headsets can be rehomes or held onto for conversation.

Alrighty... I stepped away from this for a bit and considered what I wanted to do with it.
I tried to get a black NOS XTR headset on another forum but that never happened. More reading revealed Stronglight headsets from the time. Some searching lead me to a NOS Stronglight x16 on ebay which I purchased. It's on the way from the Netherlands. Here are a few pics for reference.

Nitto makes a 1-1/4” quill to 1-1/8 (31.8) threadless adapter so that you can use the OE fork and headset, with a “standard” 31.8mm threadless stem.

Borrowed the XTR brakes from the M2. After a trip through the ultrasonic cleaner they look almost new.

Some might cringe at the choice but the current plan is a modern GRX drivetrain. This is the GRX 600 46/30 165mm version. If I change my mind this will get repurposed on one of the other bikes in collection.

Ordered a set of Shimano RS-700 shifters from Amazon. I considered microshift Centos 11 (used on Curbie the 730 Multitrack) but I like the Shimano units better and they fit the vibe of this bike. They's shipped from the UK so I'll wait a bit for them.
